Dr. Robin R. Starks is a native Floridian who was born and raised in South Florida for over 57 years. She attend and graduated for high school and college in South Florida receiving her Bachelor, Master, and Doctoral Degrees from St. Thomas University.

Dr. Starks joined the law enforcement profession in 1989 serving over 33 years, where she has worked in and oversee various divisions such as Field Operations Division, Administrative Support, Professional Development Section, Community Relations, Special Investigation Section, and Internal Affairs. She has also worked in conjunctions with the Federal Bureau of Investigations, Drug Enforcement Agency, ATF and other municipalities within Dade and Broward County. Dr. Starks has been certified with the Florida Department of Law Enforcement as an Instructor covering General Topics, Firearms, and Defensive Tactics.

Dr. Starks is the author of Women Breaking the Glass Ceiling in Male-Dominated Profession and co-author of Sister-to-Sister Anthology. She has been featured on various shows such as N.B.C. 6 with Julia Yarbrough and Jawan Strader, Channel 10 with Michael Putney, other media outlets and television shows. Dr. Starks was recently featured in the Miami Herald, Sun-Sentinel, and Santana Global Magazine for being recognized for her community involvement. In 2021 and 2022, Dr. Starks was recognized as one of South Florida's Most Prominent and Influential Black Women and the Most Powerful and Influential Black Business Leader by the M.I.A. Legacy Magazine.

Dr. Robin R. Starks is a member of several professional affiliations such as the National Coalition of 100 Black Women South Palm Beach Chapter; Miami Gardens Democratic Club, National Organization for Black Law Enforcement Executives (NOBLE), Women in Federal Law Enforcement (W.I.F.L.E.);  Florida Democratic Black Women Consortium, National Association for the Advancement of Colored People (N.A.A.C.P.) and the National Association for Women Law Enforcement Executives.
